Hiring at origin (GECCO)
Spain's Ministry of Inclusion, Social Security and Migration adopts an order each year, known as GECCO, that regulates collective hiring in the country of origin. It covers two models: stable migration and circular (seasonal) migration. Employers submit generic or named job offers, and selection takes place in the candidate's country of origin before departure.
Participants in circular migration can obtain a multi-year authorisation of up to four years, under which they may work up to nine months per year. In recent years roughly 20,000 people per year have come to Spain through the programme.
The programme carries obligations, including a commitment to return and minimum habitability conditions for temporary accommodation, both set out in the annexes to the order.
The hard-to-cover occupations catalogue
Alongside GECCO, Spain has a second mechanism: the State Public Employment Service publishes a catalogue of hard-to-cover occupations every quarter. If an occupation is on that catalogue, an initial temporary residence and work authorisation can be processed without separately proving that no local worker is available.
The catalogue changes from quarter to quarter and varies by region. That means the Spanish route depends on your specific occupation and specific location, not just general experience.

What is circular migration?
It is a seasonal model in which you work in Spain for part of the year and return home, then can come back the following season under the same authorisation. Participants can hold an authorisation for up to four years, working up to nine months per year. The programme includes a commitment to return.
Does my occupation have to be on an official list?
It depends on the route. Under GECCO what matters is the employer's offer and the selection held in the country of origin. Under the hard-to-cover route your occupation must appear in the quarterly catalogue for the region where you would work. The catalogue changes; check the current version.
