What changed in June 2026, and what is still open
Government Decree 92/2026 (VI. 5.) was published in Hungary's official gazette (Magyar Közlöny) on 5 June 2026 and has been in force since 6 June. It amended Government Decree 450/2024 on the employment of guest workers. Under the amended rules, the Hungarian government names no country whose citizens may be employed on a guest worker residence permit, so since 6 June 2026 it has not been possible to apply for a new guest worker residence permit, whatever your citizenship. At the same time, Hungary's foreign minister withdrew notice 2/2025 (I. 9.) KKM, which had designated the relevant countries under the previous rules.
The residence permit for the purpose of employment was not closed. Annex 1 of Decree 450/2024, re-enacted by the June decree, lists three countries: Georgia, Armenia and the Republic of the Philippines. Hungary's National Directorate-General for Aliens Policing states that citizens of these countries may be employed in Hungary with a residence permit for the purpose of employment. The decree ties the list to countries that have a readmission agreement with Hungary or the European Union, or that have a state-recognised organisation in Hungary committed to ensuring their citizens return home if they break the rules.
Transitional rules: permits issued before 6 June 2026 stay valid until they expire. If you held a valid guest worker residence permit on 5 June 2026, you can apply to extend it or have it reissued under the previous rules. Applications pending on 5 June 2026 are decided under the previous rules; for applications recorded on the Enter Hungary platform, this applies only if the administrative service fee was paid by 5 June 2026. An application for a residence permit for the purpose of employment accepted by a Hungarian consular officer by 5 June 2026 also counts as pending.
Government Resolution 1153/2026 (V. 18.) ordered a full review of the rules on employing third-country nationals in Hungary, and the National Directorate-General for Aliens Policing says further legal changes are expected. The government can also review the Annex 1 country list whenever it considers it necessary. Requirements may change; check the official sources before you act.
What conditions apply
Hungary's National Directorate-General for Aliens Policing lists the core conditions for a residence permit for the purpose of employment: a valid travel document, proof of the employment relationship (a preliminary agreement or a contract), accommodation in Hungary (a lease, employer-provided housing or ownership), comprehensive health insurance, and sufficient resources to cover subsistence, accommodation and return travel.
The permit is issued for a maximum of two years and can be extended by one further year, but its validity can never exceed three years from first issue. The application is normally made from outside Hungary, at a Hungarian diplomatic or consular mission. Extension applications can only be made from inside Hungary, through the Enter Hungary platform.
The Hungarian authorities state a standard processing time of 21 days and a final decision within 70 days. These are official time limits, not guarantees; the real duration depends on the case.
Hungary also caps the number of these permits each year. For 2026, the combined ceiling for residence permits for the purpose of employment and guest worker residence permits issued through the single application procedure is 35,000 (Decree 35/2025 (XII. 3.) of the Ministry for National Economy). A cap is an upper limit, not a number of available jobs.

Questions about this country
Can citizens of Armenia still work in Hungary legally?
Yes, on a residence permit for the purpose of employment. Armenia is one of three countries whose citizens Hungary currently allows to be employed on that permit. The guest worker residence permit, however, has been closed to new applicants of every nationality since 6 June 2026. Being eligible does not mean you will get a job: an employer must still select you, and the Hungarian authorities must still decide on your application.
I already hold a Hungarian guest worker permit. What happens now?
Permits issued before 6 June 2026 stay valid until they expire. If your guest worker residence permit was valid on 5 June 2026, you can apply to extend it or have it reissued under the previous rules. Can you find me a job in Hungary now?
